That's not really how creation works. Creation, as a power, is just the ability to create things, and whose limits of what it can create vary from user to user. Creation is the power to create. It isn't the essence of creation itself like your description. And anyway, it could never create something like omnipotence, because omnipotence, by definition, can be attained by anything else and is the strongest "power" (it is more of a state of being, but whatever) no matter what. If something were above it, then it were never omnipotent to begin with. Plus, your description would lead to an infinite regress. You say it would be able to create everything, but then what would create it? If something created it, would would've created that? And so on and so on. The only solution to this is to propose that something has always existed and had no creation, in which this would apply to omnipotence and this would mean creation is still below omnipotence.
