Capabilities

The user can become invisible to anyone they choose, meaning that some can see them and some can not. This may also apply to technological systems like motion sensors and thermal detectors and monitoring devices like cameras.

Limitations

Writer's Block (Fables) can only be noticed or acknowledged by those with direct contact with him, having tailed his brother Kevin Thorn without him noticing.

Shinichi Tamaki (Yamada-kun & The Seven Witches) could make himself selectively invisible to anyone he kissed.

Due to Savitar being imprisoned in the Speed Force, he was unable to be perceived by anyone who was not also connected to the Speed Force...

...However, after the Philosopher Stone was thrown into the Speed Force, Savitar was then freed from the Speed Force and was no longer invisible, as evidenced when he showed up on Team Flash's surveillance camera.

Prior to receiving a grimoire from Aiwass, Mina Mathers (Reading Thoth 78) (Toaru Majutsu no Index) can selectively choose who could see her, and disappear then reappear at will, though due to her influence over cats, they would be able to sense her.
